Design a mixed-use tower on the park at Dallas city hall intended to pay for the renovation of city hall that includes a grocery store, parking, premium office space, residential, and roof top amenity luxurious enough to move the center of power back to downtown. Requirements including honoring the IM Pei designed structure while humanizing the plaza with a God telescope cutting through an aperture in the tower. If constructed it would change the Dallas skyline and be the 11th tallest building in the world.
